ABOUT THE CLIENT
Bank Eskhata is a systemically important financial institution in Tajikistan and one of the leaders in the country’s banking market. It ranks among the top three in the sector and serves more than 1 million regular clients, including individuals, small and medium-sized businesses, and large corporate clients.
The network includes 35 branches, 137 service centers, and around 2,500 employees. At this scale, managing processes, documents, and interaction between departments requires modern digital tools. That is why the bank launched a comprehensive transformation of its internal processes.
“After the system was launched, we noted significant positive changes in the organization of document management and the bank’s internal processes. The transparency of assignment execution increased substantially, document approval times decreased, task execution control improved, and execution discipline became stronger.”

PROJECT OBJECTIVES
As part of a large-scale digital transformation, the bank held a tender to select an integrator for automating the institution’s document flow and operational activities. The winning partners were “Net Solutions” from Tajikistan and “LITIKO” from Ukraine.
LITIKO faced an ambitious challenge: to create a unified environment for managing processes and documents at the bank’s headquarters and all of its branches. The project covers many areas of operation, and its implementation was divided into several phases.
Set up electronic interaction between departments and employees.
Ensure transparency and oversight in the implementation of tasks and decisions.
Reduce paper-based document flow and the number of manual operations.
Centralize the storage of documents and information.
IMPLEMENTATION APPROACH
LAUNCHED ELECTRONIC DOCUMENT MANAGEMENT
- We automated work with incoming and outgoing correspondence, organizational and administrative documents, and internal regulatory documents.
- We set up processes for preparing, approving, and storing documents related to the activities of collegial management bodies, including agendas and meeting minutes.
- We created an electronic archive that organized document storage and simplified work with documents.

WE HAVE AUTOMATED CONTRACTUAL WORK
AND COLLEGIAL DECISION-MAKING
We set up the process for preparing and holding meetings of the tender committee, management board, and other collegial bodies of the bank. The solution helps organize the review of issues, collect and approve materials, prepare the agenda, record voting results, and create minutes.
We also implemented work with commercial contracts and financial documents and ensured centralized storage of all information.
Now decisions, documents, and the review history for each issue are always available, and interaction between departments is more transparent and controlled.
DIGITIZED INVENTORY PROCUREMENT AND HR PROCESSES
We configured approvals for departmental requests to purchase inventory and fixed assets, contract execution, and advance payments, and ensured control of the process up to the payment stage. We also built two-way integration with the bank’s internal systems for automatic data exchange on procurement, warehouse accounting, and financial operations.
At the same time, we are digitizing HR processes: employee onboarding, document package preparation, and personnel file creation have been transferred to electronic format, and the system has been integrated with the bank’s HR services. We are also automating HR orders and processes for employee transfers and changes to employment conditions.
WHAT WE PLAN TO IMPLEMENT NEXT
Fuel and Lubricants Accounting
Fuel cost control for company vehicles and generator operation.
Repair Work Management
Automation of planning, approval, and control processes for construction work, facility repairs, and company vehicle repairs.
Development of the HR Contour
Digitization of HR administration, including the processing of vacations, business trips, and other HR processes.
Processing Citizen Appeals
A unified process for registering, processing, and controlling appeals in accordance with legislation and the bank’s internal regulations.
IMPLEMENTATION RESULTS
We comprehensively transformed the bank’s internal processes: document management, financial and contract processes, HR, the work of collegial bodies, and interaction between departments were automated.
We connected data from different systems and configured their interaction so that all participants have access to up-to-date information and management has greater control over operations.
Reduced the time required to approve and process information.
Combined committee decisions and assignments in a single system.
Made the movement of documents and processes transparent.
Reduced the use of email and paper documents.
All of this helps the bank complete internal procedures faster, control their execution, and reduce manual work. At the same time, the project continues: the team plans to expand automation to new processes and further develop the bank’s digital ecosystem.

The implementation of electronic digital signature deserves special mention, as it made it possible to move a significant part of processes into electronic format while preserving the legal validity of documents. The most noticeable benefits also included reduced paper-based document flow, faster approvals, convenient file search, and process transparency.
Over three years of work, the LITIKO team has proven itself to be a reliable, professional, and responsible partner. Its specialists have strong expertise, are attentive to the customer’s needs, offer effective solutions, and support the project at every stage of its development.
